Import customs clearance
Import customs clearance is a confirmation of legitimacy of importing commercial goods purchased abroad to the Russian territory. Commercial cargoes include goods that will be sold on the territory of the Russian Federation.
According to the Customs Code of the Russian Federation, import clearance takes no more than 10 days. Within these ten days, the transaction participants should complete the following stages of the procedure:
- Registration of the enterprise in the accounting system of the customs authorities of the Russian Federation (when importing goods for the first time).
- Product insurance and certification.
- Obtaining of classification decisions according to the foreign economic activity commodity nomenclature.
- Drawing up of the customs declaration.
- Preparation of other documents to be submitted to the customs authorities.
- Cargo examination for compliance with the documents provided.
- Currency control.
- Payment of customs duties and taxes.
- When necessary – confirmation of the customs value and the chosen HS code.
- Obtaining permission for customs release of goods into free circulation from OKTO (Customs Clearance Control Department).
Any errors in filling in the documents may lead to increase of the customs clearance term. If disagreed with the customs authorities actions (for example, in case of adjusting the customs value), the customs clearance of imported goods can also be suspended up to rendering of a judicial decision.
The documents required for import customs clearance
- Customs declaration indicating the personally determined customs value and the HS code.
- Receipts confirming the payment of customs duties.
- Cargo certificates and licenses (including the certificate of origin).
- Invoice – a document provided by the seller of the cargo, indicating its quantity, price, and other characteristics.
- Other cargo documents: contract, tax invoice.
- Shipping documents.
To confirm the customs value or HS code, customs officers may require additional documents on the international transaction.
