Export customs clearance
Export customs clearance is a mandatory procedure that should be completed when a commercial cargo or vehicle is exported from the Russian Federation or any other country. The goods are carried through the necessary formalities by a customs representative (broker) based on the legislation of the country of export (the country the goods are transported from) and the country of import (the destination country).
Stages of export customs clearance
- Preparation, collection, and submission of a set of documents that confirm legitimacy of exporting goods from a country, as well as regulate export conditions. The documents include: customs declaration, shipping documents, required certificates for the goods.
- Control over compliance of the documents and the goods transported under them (including control over accuracy of the customs value calculation of the cargo and determination of the customs classification decision of CN FEA).
- Payment of customs duties that are calculated based on the classification decision and the customs value of the cargo.
- Monitoring of legitimacy of the carrier and customs officers activities. When necessary – contestation of the customs authorities decisions.
Documents filed for export customs clearance
- Contract with the shipping company and accompanied documentation.
- Invoice – a contract between the seller and the buyer, enumerating the purchased goods and their prices, as well as basic characteristics: quantity, weight, colour, and quality. It acts as a starting point for calculating the customs value of the goods.
- Certificate of origin. In some cases, this document makes it possible to reduce customs duties on the transported goods.
- Payment orders and checks that confirm payment of the customs duties.
- All documents that can confirm property for the goods (invoice, contracts).
- Product certificates (if required).
